This is a Centrally Managed position in the Force Support Career Field
·
The primary purpose of this position is to serve as the Air Force Small Business program Manager, responsible for providing technical guidance on small business programs and representing the Director and Deputy Director in meetings with representative from Headquarters Air Force (HAF), other governmental agencies and industry.
·
Establishes policies and procedures for efficient and successful accomplishment of the small business programs to include planning, organizing, and administering a variety of activities that provide for the efficient use of resources to achieve organizational objectives.
·
Ensures Small Business relevant contracting actions comply with egal and regulatory requirements and meet customer needs.
Balances workload and provides guidance and direction on a wide range of small business and contracting issues. Establishes metrics and analysis systems to ensure actions are timely and reviewed at critical points in the acquisition planning process to include soundness of proposed business approach, accuracy of contract type and documentation, clarity of contract terms.

Implements policies and procedures for efficient and successful accomplishment of the small business programs.
Coordinates with other small business program representatives and customers as appropriate to ensure program is executing in accordance with organizational objectives.
Provides advice to supervisor of significant issues and problems related to work accomplishment.
Assess and revises policies and procedures as needed to improve quality, timeliness and efficiency.

Establishes, develops and maintains effective working relationships with contractors, business and industry representativeÂ's labor union, customer organizations, federal, state and local government officials, and various organizations such as financial management, staff judge advocate, etc.
Participates in special projects and initiatives and performs special assignments.

BASIC QUALIFICATIONS:
Must have a bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees
AND
at least 24 hours in business-related courses in any of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree).

Must be a current member of the Armed Forces (not retired or separated) or a current DOD employee that meets the following requirements: 1) served as a contracting officer with authority to award or administer in excess of the simplified acquisition threshold on or before 30 September 2000; 2) served, on or before 30 September 2000, in a position as either an employee in the GS-1102 series or as a member of the Armed Forces in a similar occupation specialty; or (3) is in the contingency contracting force.

SPECIALIZED EXPERIENCE:
In addition to the Basic Qualifications listed above,
you must also have at least 2 years of specialized experience of which 52 weeks is equivalent to at least the next lower grade level
using contracting methods and contract types relating to performance of
preaward and/ or postaward phases of the contracting process, using established contracting procedures. Examples include review of clearly defined or well-established procurement requirements; preparation of solicitations, contracts, and supporting documentation for situations where adequate competition exists; review of postaward reports and requests for payment where terms and conditions are precisely defined; performance of preliminary analysis of proposals concerning cost and price or contract termination settlements; or investigation of a variety of specific issues. reviewing requests for waivers to contract requirements, advising contractors of defective contract end items, determining the applicability of warranties, coordinating the use of Government-furnished property, determining cost/performance ratio to stage of completion, or recommending approval or disapproval of settlement proposals or claims.
Federal Time-in-Grade (TIG) Requirement for General Schedule (GS) Positions:
Internal applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge of a wide range of federal contracting and small business laws, regulations, policies, practices, methods, and contract types.

Knowledge of a wide range of business practices and market conditions applicable to program and technical requirements.
·
Skills in fact finding, contract analysis, problem resolution, have analytic business process engineering and development of concrete action plans to solve problems.
·
Ability to plan, organizes, and direct the functions and resources supporting organizational programs.
·
Ability to communicate effectively, both orally and in writing, clearly, concisely and with technical accuracy.
Ability to establish effective working relationships with others.

:
Credit will be given for appropriate unpaid and or part-time work.

Serves as an appointed small business specialist in accordance with DoD Directive 4205.1 and AFI 64-201.

The position requires the employee to occasionally travel away from the duty station.

The employee must be willing to travel on military and/or commercial aircraft.
·
The employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
·
The employee must obtain and maintain a Top Secret Clearance.
