Performs difficult and complex professional work in the support and assistance of agency clients with personal, social, health and economic needs; does related work as required; requires little supervision. Articulates, supports and applies the high performance practices (continual quality and service improvements, participatory involvement, teamwork, data collection and analysis) of the department. Supports the development of staff by mentoring, coaching and providing one-to-one or group learning. Influences others by example and by persuasion to commit to County, department and unit goals.General knowledge of social, economic and health problems; general knowledge of individual and group behavior; ability to identify social problems and needs and to assess the ability of individuals and families to utilize services in problem solving; acceptance of rights, responsibilities and differences of others; ability to work effectively through counseling and other methods with individuals and families in helping them solve their problems; ability to plan and organize work; ability to understand and interpret laws, policies and regulations; ability to communicate and establish effective working relationships with clients, co-workers, other professional and technical staff, social agencies and the general public; ability to prepare reports and maintain records.

Provide services of considerable difficulty in a specialized service area; may be assigned cases with high degree of complexity and/or sensitivity;

Prepares in depth social studies in the formulation and delivery of service plans;

Analyzes information received and makes decisions regarding service plans subject to final approval of the Family Preservation Services (FPS) Supervisor;

Coordinates group activities with ancillary agencies such as clinics, employment services, vocational rehabilitation services, etc.;

Provides supervisory coverage in supervisor's absence;

Provides ongoing CPS and court-ordered foster care prevention policy and practice consultation to unit members in support of FPS Supervisor;

Provides or coordinates new policy training in support of FPS Supervisor;

Trains new FPS workers in court testimony and court etiquette in coordination with FPS Supervisor and County Attorney;

Provides mentoring of new FPS workers;

Performs work with specific ancillary agencies and the courts;

Maintains records through the course of clients' service relationships with the agency;

Assists and supports clients in their use of agency and other resources;

Interprets agency programs to other agencies, community groups, and associations;

Maintains case records and other reports, and provides for data entry into state and departmental systems, in timely fashion;

Supports and facilitates team process in the FPS unit;

Shares responsibility with other senior workers for Child Welfare Meeting planning and facilitation;

May carry primary responsibility for a specific program function (i.e. intake and case assignment. Family Partnership Meeting, etc.);

May provide direct supervision to social work assistants.

Minimum Qualifications

Minimum of a Bachelor's degree in a Human Services field or minimum of a Bachelor's degree in any field and a minimum of two years of appropriate and related experience in a Human Services area (Section 22VAC40-670-20 of the Administrative Code of Virginia). Considerable experience in assigned program area and completion of required training programs or equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Preferred Qualifications

Masters Degree preferred. Bilingual English/Spanish preferred.

Knowledge of community resources, and/or VISSTA training preferred.

Child welfare experience and/or direct social work experience with children and families preferred.

Special Requirements

Must be willing to work beyond regular working hours. Must be willing to work on-call duty.

Must be willing to work in a community shelter during disasters and emergencies.

Occasional overnight travel may be required.
