DUTIES:

  • Manage a ppeals from receipt of notice of appeal through hearing election
  • Conduct extensive research of laws and legal authorities on specific problems in precedent cases
  • Manage the ASBCAÂ's Freedom of Information (FOIA) Program and serves as Initial Denial Authority (IDA)
  • Manage docket; conduct hearings; prepare draft decisions
  • Supervise legal and administrative staff
  • Field written and oral inquiries, on behalf of the ASBCA, from Members of Congress, the White House, DOJ, DOD and the media.
  • Serve as the ASBCA's Designated Agency Ethics Official
  • Provide authoritative written and verbal advice on complex ethical issues and conflicts of interest
  • Administer the agency's ethics training program
  • Review and certify Public Financial Disclosure forms (OGF278); Confidential Financial Disclosure Forms (SF-450)
QUALIFICATIONS REQUIRED:
Applicants will be evaluated to determine if they meet the qualification requirements and the extent to which their application shows possession of the following knowledge, skills and abilities (KSAs) associated with the position. KSAs:

1.) Expert level skill providing guidance and advice on complex legal matters based on seasoned judgment and legal research. 2.) Expert level skill in making findings of fact and legal determinations in legal proceedings.

3.) Extensive knowledge of the Freedom of Information (FOIA) Program. 4.) Experience serving as an Ethics Official and Program Manager. 5.) Experience serving in a supervisory/managerial capacity. NOTE: Applicants applying for the GS-15 grade level will be evaluated to determine if they possess a high/expert degree of knowledge of the above KSAs.

NOTICE OF VETERANÂ'S PREFERENCE: There is no formal rating system for applying veteran's preference to attorney appointments in the excepted service; however, the Department of Army considers veteranÂ's preference eligibility a positive factor for attorney hiring. Applicants eligible for veteran's preference must include that information in their cover letter or resume and attach supporting documents (e.g., DD Form 214, Certificate of Release or Discharge from Active duty) to their submissions. Although the point-preference system is not used, applicants eligible to claim a 10-point preference must submit a Standard Form (SF) 15, Application for 10-point Veteran Preference, and supporting documentation required for the specific type of preference claimed. TIME IN GRADE REQUIREMENT: Applicants currently employed as an attorney by the federal government must have completed one year of time-in-grade at the next lower grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.

The following minimum qualification requirements must be met before applicants are eligible for further consideration:

Education : An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD)

Bar Membership: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

Experience: For GS-14/15 or equivalent- Applicant must have three or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
