This position is located in the Treasury Division of the Department of Finance.

Administers the activities of a division within a large and complex department; does related work as required. Essential Duties
Performs accurate and timely billing and collection of taxes (real estate and personal property), licenses and fees (vehicle, dog, NSF, weed and parking ticket) as well as tax account maintenance; cashiers for all of the County's departments responsible for receiving, posting and depositing funds and supplying change for the cafeteria and other petty cash and change funds; directs the Treasury Division; serves as a member of the County's investment committee and typically coordinates with the Accounting Division Director to manage banking relationships; manages several vendor relationships and State agreements; performs proper billing and application of bankruptcy payments in liaison with the County Attorney's Office. Very strong customer service skills are a must as this Division is the first line of contact with tax payers.
Exte! nsive knowledge of the principles, theories, practices and pro! cedures of assigned program area; extensive knowledge of the underlying laws and policies governing one or more major program areas; extensive knowledge of the principles and practices of administrative management; effective oral and written communication skills; ability to plan, organize and direct the work of subordinate professional, supervisory, technical and/or support employees; ability to establish and maintain productive and harmonious working relationships with the public, employees, County agencies and elected officials; ability to prepare technical and informative reports, ability to present complex information to varied audiences; ability to exercise sound judgment and discretion. Minimum Qualifications
Possession of a bachelor's degree in a field related to the assigned program area and six (6) years of program experience, two (2) of which must have been in a supervisory capacity (master's degree in a related field preferred); OR, any equivalent combination! of experience and training which provides the required knowledge, skills and abilities. Additional Information
Prefer experience supervising delinquent collections in a state or local government or in a legal and/or banking environment. Knowledge of the Henrico and/or Virginia code sections pertaining to taxes and their collection is a plus.
The Treasury Division has two (2) locations: at the Western Government Center (location is staffed with 22 positions) and at the Eastern Government Center (location is staffed with 9 positions). The Division Director position is located at the western government center.
