Purpose of the Consultancy

The Consultancy is to provide technical assistance to the Government of Qatar on promoting physical activity. The consultant will work on developing the “Situational Analysis of National Action on Physical Activity”, and will provide inputs in other cross-cutting areas, e.g. physical activity within healthy cities, communications campaigns on physical activities, as detailed in the deliverables.

Background

The Physical Activity programme provides global leadership and support to regional and national efforts to enhance physical activity and contribute to the prevention of non-communicable diseases, improved mental health and promotion of well-being. The primary focus of the programme includes: supporting implementation and monitoring of the national policy recommendations outlined in the WHO Global Action Plan on Physical Activity 2018-2030 (GAPPA); developing and disseminating global norms and standards related to physical activity and sedentary behaviours; developing global technical resources to support capacity building and policy implementation, primarily through the WHO ACTIVE technical package; and developing global and regional partnerships.

The Physical Activity programme works closely with other technical areas including NCD management and prevention, sustainable mobility and road safety, environment and urban health, social determinants of health, healthy ageing, and child and adolescent health. The unit develops and supports innovation and cross cutting areas of global policy and practice, including advancing the application of regulatory and fiscal approaches, and working with sectors outside of health to strengthen the provision of effective physical activity policy to support participation by people of all ages and abilities.

Following the signing of the WHO-State of Qatar Partnership Agreement on 18 October 2021, the government of Qatar provided to WHO a 3-year grant to assist with creating a Legacy for Sport and Health through the implementation of the Soccer World Cup 2022. This Partnership Agreement supports WHO to provide technical assistance to the Government of Qatar and agreed stakeholders on the promotion of physical activity and specifically maximizing the hosting and legacy of the World Cup 2022 to increase levels of participation nationally and support the regional and global agenda on physical activity. A core focus of the technical work is strengthening the systems approach specifically through stronger “sport-health” links, urban design and active travel and robust planning implementation and evaluation.

Work to be performed

Output 1: Situational Analysis of National Action on Physical Activity

Deliverable 1.1 Provide technical input to Qatar Ministry of Public Health and stakeholders to complete the National Situation Analysis and report, including technical advice on the planning and delivery of launch event for the National Situational Analysis (SAT) Report.

Deliverable 1.2 Provide technical advice on the development of the Qatar SAT as an online tool in Arabic and deliver final copy of Qatar SAT tool in Arabic and English.

Deliverable 1.3: Develop Beta version (or final) version of Qatar SAT as online tool.

Deliverable 1.4: Build national capacities in other EMR countries to commence and complete a national situational analysis and report including Kuwait (and possibly Tunisia or another member state).

Deliverable 1.5: Provide technical opinion and finalizing the revision of the Global SAT instrument and guidance notes on implementation.

Output 2: Strengthening PA within Qatar Healthy Cities Initiatives

Deliverable 2.1: Provide technical support on physical activity in preparations of the forum and attend Qatar Healthy Cities Forum.

Deliverable 2.2: Provide technical input on delivery of session on physical activity in Healthy Cities Forum.

Output 3: Communications campaign

Deliverable 3.1: Validate and review technical and language (Arabic) and provide input to project lead in EMRO and HQ, as required on the development and delivery of a training workshop on national mass media communication campaign on physical activity.

Deliverable 3.2: Provide technical support of training resources (PPT and other written materials) in Arabic as required.

Output 4: Cross Cutting

Deliverable 4.1: Provide technical input to HQ and RO on physical activity work plan for the Qatar partnership as required.

Deliverable 4.2: Conduct project planning meetings between WHO, project consultants and Qatar Ministry of Public Health and other stakeholders providing meeting notes.


Specific requirements

Qualifications required:

University degree in nutrition, public health, physical activity, sports science, or closely related areas.

Experience required:

  • 5 to 10 years of relevant experience in programme planning and delivery in one or more of the following areas: physical activity, nutrition, public health, sports science, and sport for health initiatives at national and/or international levels.
  • International experience is mandatory for international consultant.

Desirables Experience:

  • Working in one or more countries in the Eastern Mediterranean region in either community, academia, government or international agencies.
  • Practical experience in coordinating multi-sector or multi-partner collaborations, developing project plans and timelines within a complex system of multiple partners and agencies.

Skills / Technical skills and knowledge:

  • Sound technical knowledge of the health benefits of physical activity and public health approaches to promoting physical activity.
  • Sound knowledge of the effective approaches to promoting physical activity in primary health care settings to patients, and skills in developing and delivering capacity building programmes and in-service training (in person/virtual)
  • Sound knowledge of the role of sport for health and development programmes.
  • Analytic skills for critically assessing physical activity and sport programmes and designing programme evaluation frameworks.
  • Sound written and oral communication skills to convey technical and practical programme tasks of high political complexity, depth and visibility.

Language requirements:

Expert knowledge of English and Arabic is an asset.

Purpose of the mission




All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
