Summary

The Associate Director, Power Supply will be responsible for analyzing emerging and existing Federal laws, regulations, and industry trends respecting matters relating to power supply, including fuels and electric markets. The Associate Director will advocate for NRECA positions before senior regulators and industry groups and educate members about matters relating to power supply.

Purpose and Mission

1) Analyzes emerging and existing regulations and policy for their impact on NRECA members within assigned areas of responsibility

  • Focuses primarily on the activities of the Department of Energy, Nuclear Regulatory Commission and Surface Transportation Board and participates on the Federal Energy Regulatory Commission team
  • Analyzes how Federal agency activities and initiatives may impact NRECA members and crafts strategies aimed at influencing favorable agency outcomes
  • Manages NRECA’s participation in legal proceedings on behalf of members on issues of national significance
2) Represents NRECA before government agencies and in governmental and private sector industry stakeholder groups on issues that are important to NRECA members.

  • Advocates on behalf of cooperatives in formal government procedings
  • Drives consensus positions and policies to support NRECA's and its members’ objectives
  • Takes a leadership role in national working groups
  • Seeks out and forms coalitions with other stakeholders with similar interests to coordinate and strengthen advocacy efforts
3) Provides legal and regulatory advice and information to NRECA Board members, CEO, Vice Presidents, staff and members about changes to existing and new laws and regulations and the potential thereof.

  • Advises cooperative management and operations staff regarding existing and emerging federal regulations
  • Makes presentations at NRECA annual and regional meetings, conferences, committee meetings and meetings of NRECA members and member groups
  • Develops newsletters, memoranda, white papers, guides and other tools to provide information and compliance assistance to members
4) Communicates regarding matters within subject matter expertise through appropriate channels

  • Reviews and provides substantive comments on draft products such as materials for directors’ courses and Cooperative Research Network draft reports
  • Reviews and advises staff on policy and legislative language on proposed congressional bills
  • Reviews and edits draft presentations and written comments for colleagues
Requirements and Qualifications

  • Juris Doctor or master’s degree in related field
  • If an attorney, member of Virginia Bar
  • 10 years of regulatory or public administration experience
  • Strong analytical skills
  • Skilled at writing clearly and convincingly on complex regulatory and policy subjects
  • Strong communication and public speaking skills
  • Strong client focus
  • Effective self-starter
  • Travel required
