Under limited supervision, performs management, administrative and technical work assisting the Fire Chief and Deputy Fire Chief with development and execution of strategies, policies, and procedures. Work involves supervising administrative staff; coordinating, authoring's and makings recommendations on various budgetary, fiscal, and administrative functions. Researches and writes time sensitive and confidential reports and documents; as they correlate to special projects and/or strategic goals of the department. Analyzes and prepares a variety of department documents and reports. Monitors and analyzes trends to achieve various established department goals. Reports primarily to the Fire Chief; however, the Deputy Fire Chief may provide direction and supervision as necessary.

Special Duties & Responsibilities:
ESSENTIAL JOB FUNCTIONS
Supervises administrative personnel, which includes: coordinating and directing daily work activities of the staff; establishing performance measures, goals, objectives and priorities; evaluate performance and complete appraisals; providing feedback, direction and guidance; keeping personnel abreast of new or revised information; answering questions; addressing employee concerns; counseling, recommending and/or implementing personnel actions. Prioritizes and assigns tasks and projects to staff; tracks and reviews work progress. Consults with staff and provides technical expertise on complex tasks.
Coordinates various budgetary, fiscal, administrative, and clerical functions to include: the departmental budget, revenue recovery and other related fees. Effectively controls costs of personnel, materials and equipment. Assists in the development and submittal process of the department budget.
Composes complex, time sensitive and confidential administrative correspondence, records, reports, documentation, and forms for the Fire Chief.
Prepares reports, conducts analysis and makes recommendations for improvement on operational and administrative processes. Ensures coordination with other programs and systems.
Prepares, analyzes, and provides realistic objectives and recommendations on budgeting and program proposals; prepares and assembles reports, charts, graphs and statistical tables to aid in the presentation.
Assists the public and employees with questions and/or concerns; as needed, receives guidance on resolution from the Fire Chief, Deputy Fire Chief, or designee.
Assesses training needs of staff and provides professional development opportunities.
Serves as a representative of the Department; attending and participating in meetings as scheduled.
Develops and ensures compliance with administrative policies and procedures and standards.
Conducts regular review of staffing patterns and response times; develops associated reports for both and provides technical guidance for improvement.
Operates a computer to enter, retrieve, review or modify data; effectively utilizes current word processing, spreadsheet and other computer software programs.
Solicits budget requests from department divisions. Prepares and maintains an analysis of previous years' spending against the new request for upcoming fiscal year. Prepares/develops the departmental budget with associated project costs.
Provides guidance to the Revenue Recovery Clerk regarding issues with the billing company or customers. Receives and processes subpoenas related to billing and medical records; submits requests for legal opinions to the County Attorney's office. Has interaction with the billing company representatives to facilitate the accounts billing processes and streamline operations through technological options. Issuance and approval of check requests to facilitate refunds through the billing company. Assists with/processes requests for compassionate billing waivers. Maintains monthly records of collection percentages to ensure maximum return of claims processed.
Maintains the FireHouse Software database; as it relates to the entry of volunteer and career providers information and login setup. Develops statistical information through data analysis related to call types, frequency, location and response parameters to enhance logistics of operation.
Performs high level and confidential duties related to personnel issues and various other special projects as assigned by the Chief or Deputy Chief.
Responsible for the yearly FREM inventory of all county owned equipment assigned to the FREM Department for ongoing tracking of equipment and resources.

Minimum Training & Experience:
A Bachelor's degree in business, accounting, or related discipline with 6â"9 years of extensive knowledge and experience in business administration; or any equivalent combination of education, training, and experience.
Experience in administrative/office management, accounting, budget preparation/management, data analysis, proficiency in MS Office software and supervision is required.
Special Requirements:
Must complete HIPAA, NIMS, Sexual Harassment, Radiological Emergency Response, and CPR certification training as required.
