NCUA is the federal agency that charters and supervises federal credit unions and insures savings in federal and most state-chartered credit unions across the country through the National Credit Union Share Insurance Fund (NCUSIF), a federal fund backed by the full faith and credit of the United States Government.

This position is for a Staff Attorney in the Division of Regulations and Legislation within the Office of General Counsel. You will be under the direct supervision of the Associate General Counsel. The Division of Regulations and Legislation is responsible for drafting and interpreting NCUA regulations and legal questions on lending, investments, insurance coverage, and credit union management issues. You will serve as a staff attorney responsible for the complex and difficult legal issues and cases applicable to the operations of federally insured credit unions.

KEY REQUIREMENTS

You must be a U.S. Citizen.

Suitable adjudication of background/Security Investigation is required.

Relocation expenses are not authorized.

You will be required to serve a two year trial period.

DUTIES:
THIS POSITION IS IN THE EXCEPTED SERVICE. You will draft and interpret NCUA regulations. You will review, interpret, and provide comment on legislation and other federal rules and regulations affecting credit unions. You will perform legal research on credit union operational matters, i.e., lending, investments, share insurance coverage and insurance activities, management of credit unions, accounting procedures, Federal Credit Union Act requirements compared to State credit union laws. You will prepare interpretations and review proposals in assigned areas. You will review agency, industry, and trade policies and practices for information required for technical implementation of factual issues.

QUALIFICATIONS REQUIRED:
You must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. Proof of membership in the bar must indicate a current active membership. You must have at least five years of professional legal experience acquired after being admitted to the bar. Professional legal experience is defined as experience relevant to the duties of this position, including legal research and writing involving interpretation of federal laws and regulations, experience drafting and interpreting regulations, and legal work related to the supervision or operation of regulated institutions.

You must have a minimum of five years experience drafting regulations, ideally for regulated financial institutions.

You must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).

You must meet the qualifications for this position by the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

A professional knowledge of law, requiring admission to the bar.

A substantial knowledge of ability to apply Federal regulations pertaining to credit unions and related matters.

Ability to establish and maintain effective working relationships with Federal government officials, private industry officials, staff members, etc.

Professional knowledge of general law and of legal practices, principles, precedent, and research methods.

Ability to analyze and assess facts and to independently prepare complex legal documents.

Skill and ability to express thoughts clearly, succinctly and forcefully, both orally and in writing.

HOW YOU WILL BE EVALUATED:

OTHER INFORMATION:
If you are selected for this position at the CU-13 or CU-14, you may be non-competitively promoted to the next level through CU-15 level provided that you have fulfilled the necessary qualification requirements including any applicable certification processes. Promotion is not automatic and is conditional on demonstrated ability to perform the higher grade level duties, a current written performance appraisal rating of "fully successful" or better, fulfillment of the necessary qualification requirements, and sufficient work at the higher grade level position. SALARY : Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's National Pay Rate (NPR), which includes a locality rate of 24.87 percent for the Alexandria, VA geographical area. NCUA IS A COMPETITIVE SERVICE AGENCY.
