About the Position: Serves as an Attorney for the Office of the Staff Judge Advocate. Incumbent will serve as primary provider of legal counsel and representation in labor and employment law matters for supervisors or managers, and the Office of the Staff Judge Advocate.

DUTIES:
You will serve as an Attorney- Advisor (Labor) for Fort Lee and tenant activities providing legal advice on civilian personnel law, employment discrimination law and all labor relations matters. Practice preventive law by informing management of impact of changes in civilian personnel/labor law. Advise supervisors/managers on settlement! of cases, appeals and EEO complaints and advising/participati! ng in management negotiating teams before/during union contract negotiations. Represent the Command in administrative hearings before mediators, arbitrators, investigators and Administrative Judges. Assist the U.S. Attorney's Office in litigating civilian personnel/labor relations/EEO civil actions in U.S. District Court and Federal appellate courts. Perform research in connection with cases to analyze factual and legal issues and determine additional facts needed and applicable legal sources. Prepare documents and make factual/legal presentations. May also be required to provide advice and prepare legal opinions on questions of administrative and civil law pertaining to the operations of military installations, including interpreting federal and state laws affecting the operation of the installation, its residents and employees. Assist information managers in compiling, reviewing and screening agency documents related to employment issues in response to FOIA or Privacy Act! requests. Manages confidential financial information disclosure program for over 300 civilian employees.
QUALIFICATIONS REQUIRED:

KSAs: 1) Knowledge, skills, and ability to manage a caseload associated with labor law (including civilian personnel, employment discrimination, and labor law matters), government ethics and general administrative law. 2) Knowledge of Federal laws, regulations, policies and procedures relating to Administrative and Civil Law. 3) Ability to interpret and apply statutory, regulatory, and procedural requirements to unusually difficult and complicated issues impacting the ARMY/DOD. 4) Ability to interpret and apply current ca! se law reflecting the judicial philosophy used in the interpretation an! d application of the law to a given set of facts and circumstances that may be highly complex and/or a case of first impressions. 5) Ability to analyze issues and exercise independent judgment in a time effective manner. 6) Ability to communicate effectively, both orally and in writing.
NOTICE OF VETERAN'S PREFERENCE: There is no formal rating system for applying veteran's preference to attorney appointments in the excepted service; however, the Department of the Army considers veteran's preference eligibility a positive factor for attorney hiring. TIME IN GRADE: Applicants currently employed as an attorney by the federal government must have completed one year of time-in-grade at the next lower band/grade level within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.
The minimum qualification requirements must be met before applicants are eligible for further consideration.
Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
Bar Membership: An applicant must currently be a member in go! od standing of the bar of a state, territory of the United States, Dist! rict of Columbia, or Commonwealth of Puerto Rico.
Experience: Applicant must have two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.

 Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government interest.
