The Defense Logistics Agency (DLA) is part of the Department of Defense (DOD). DLA provides worldwide logistics support for the missions of the! Military Departments and the Unified Combatant Commands under conditions of peace and war. It also provides logistics support to other DoD Components and certain Federal agencies, foreign governments, international organizations, and others as authorized. The duty location will be in the DLA Counsel-Energy Office in the DLA Headquarters Complex, Fort Belvoir, VA.

DUTIES:
As an Attorney (General), PD No. F0565 GS-12, or PD No. F0562 GS-13, you will be responsible for the following duties:

Provide legal services related to DLA Energy's acquisition mission to the Commander, logistics managers, and acquisition officials at all levels of the organization. Legal and policy advice covers all areas of contract formation, for both supply and services contracts, including but not limited to competition, contract authority, GSA schedule contracting, ! delegations, source selection, socioeconomic issues, commercia! l item contracting, pricing, protests, and fiscal law. Issues also include contract administration matters, such as changes, options, performance, delivery and quality, terminations, alternative dispute resolution, contract litigation and fraud.

The above duties will be performed in a developmental capacity if filled at the GS-12 grade level. There will be more oversight by Chief Counsel, Associate Counsel, or senior staff attorneys.

QUALIFICATIONS REQUIRED:
This position may be filled at the GS-12 or GS-13 level. The full performance level is GS-13.

To qualify, ALL LEVELS require the following minimum qualification requirements:

1) The first professional law degree (LL.B. or J.D.);

2) Active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia; AND

3) In addition to 1 and 2 (listed above), each grade level has the following qualifications requir! ement:

At the GS-12 level , one of the following requirements must be satisfied:

a. Two years of professional legal experience at or equivalent to the GS-11 level.

b. The second professional law degree (LL.M.) plus 1 year of professional legal experience at or equivalent to the GS-11 level.

c. In unusual cases, advanced educational attainments substantially beyond those required for work at the GS-11 or equivalent level, and the education clearly indicates ability to perform work of the type to be assigned.

At the GS-13 level , must have professional legal experience in excess of 2 years that is commensurate with the duties and responsibilities of this position.

The QUALITY of experience relates to how closely or to what extent ! your experience, education, and training are relevant to the duties and! responsibilities of the announced position. Your resume must show you have the competencies necessary to successfully perform the work of the position at the appropriate level. Salary will be set within the range specified in this vacancy announcement based on the complexity of work to be performed, the selectee's experience, education, training, and availability of funds.

The principal selection factors for this position are as follows:

a. Acquisition law experience (such as breadth, depth, and relevance). At least one year of relevant experience at the next lower federal grade level is mandatory. Equivalent military, state, or private law experience may be substituted for federal service.

b. Analytical/legal ability (including issue identification, legal research, analysis of options, risk analysis, creative problem-solving).

c. Excellent oral and written communication skills.

d. Excellent interpersonal skills and client relat! ionships, and the ability to interact well with senior officials on controversial and sensitive issues.

e. Excellent legal and business judgment.

f. Experience with fraud, waste and abuse in contract matters and suspension and debarment of government contractors is also desirable.

If you are unable to obtain this level of security clearance (as a result of undisclosed or disclosed background issues), within a reasonable period of time (as defined by the agency), the em! ployment offer may be withdrawn. In addition, incumbent is subject to p! eriodic re-investigation to maintain security eligibility in accordance with DoD 5200.2-R.
