You must meet the definition of specialized experience. DUTIES:

Employee serves as a contract specialist responsible for pre-award and post-award administration of a variety of contracts to include fixed price, cost reimbursement and hybrid contract arrangements for good and services.

Evaluates proposals received in response to Requests for Proposals (RFP) based on technical qualifications of the contractors with price and other items considered.

Employee prepares Determinations and Findings (D&Fs) as appropriate, conducts pre-award conferences to ensure all technical questi! ons are adequately answered and post -award conferences to ensure the awardee has an understanding of the responsibilities as well as the responsibilities of its Government counterpart.

Employee is responsible for the negotiation of modifications for extensions of delivery schedules, price adjustments, and other mutual agreements.

Prepares termination files for use in contract termination actions, including amounts paid, audit reports, product rejections, and other related documentation.

QUALIFICATIONS REQUIRED:
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. To meet the Individual Occupational Requirement (IOR) for this position, candidates must have:

A . A 4-year course of study leading to a bachelor's degree with a major in any field;

or

B . At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

In addition to meeting the IOR, candidates must have the specialized experience listed below:

Specialized Experience : is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS -09 grade level must have at least 52 weeks of specialized ! experience equivalent to the next lower GS-07 grade level in the Federal service . Specialized experience for this position includes: Experience assisting a higher level contract specialist with soliciting, evaluating, negotiating, and awarding contracts; analyzing and evaluating cost or price proposals; and assisting a higher level contract specialist with administering contracts by assuring compliance with the terms and conditions of contracts.

Or

A .2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.

Graduate Education: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Note: Equivalent combinat! ions of education and experience are qualifying for this position for w! hich both education and experience are acceptable.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

  • HOW YOU WILL BE EVALUATED:
Your eligibility for consideration and qualifications for the position will be determined based upon a review of your detailed resume and your responses to job specific self-assessment questions. Your resume will be evaluated based on evidence of your ability to demonstrate the knowledge, skills, and abilities (KSAs) for this position, possession of any specialized exp! erience, and how well your background and experience relates to the self-assessment questions in the job announcement. The self-assessment questions relate to the following knowledge, skills, abilities, and competencies:

KSA 1 - Knowledge of a wide range of contracting procedures, methods and contract types.

KSA 2 - Knowledge of procurement law and procurement regulations, policies and procedures.

KSA 3 -Knowledge of quantitative methods to perform cost or price analysis on various procurement types.

KSA 4- Knowledge of contract negotiations processes.

Qualified - Applicant possesses the minimum qualifications with a background that demonstrates a basic level of knowledge, skills, abilities, and competencies required to perform the duties of the position.

Veterans’ preference is applied by listing preference eligibles ahead of non¬-preference eligibles within the same quality category in which they are placed. Qualified preference eligibles with a compensable service-connected disability of at least 10 percent will be placed at the top of the highest quality category (‘Best Qualified’), except when th! e position being filled is scientific or professional at the GS-9 grade level or higher. A selecting official may make selections from the highest quality category (Best Qualified) provided no preference eligible in that category is passed over to select a non-preference eligible in that category.
