GENE! RAL DEFINITION OF WORK:
Performs difficult generalist ! and/or specialist analytical management and fiscal services work. Generalist management staff services include: research, development and preparation of draft policies; development of management operations/systems; project/program/policy implementation and evaluation; and preparation of written and oral reports. Specialist management staff services include: fiscal/budget analysis and preparation; grant and contract administration; legislative advocacy; completion of special studies and reports, and program and special project development.
Work is performed under the general supervision of the director or designee. Supervision may be exercised over assigned subordinate professional, technical and administrative support personnel.

Distinguishing Differences:
The Management and Fiscal Analyst II differs from the Management and Fiscal Analyst I in the level and complexity of assignments. Management and Fiscal Analyst II positions have more scope and serv! e as primary analyst coordinating and directing the activities of a program area or serve as lead analyst providing professional business management support in a broad functional area, where the Management and Fiscal Analyst I focus is primarily on a process or technical area(s) of or within a program. The Management and Fiscal Analyst II classification encompasses skilled journey level work.
The Management and Fiscal Analyst series of classifications differ from the Budget and Analysis series in that they are designed for assignment to individual County agencies where work is specifically in support of the agency or agency programs and involves for example: budgeting, accounting, purchasing, financial activities, management and statistical analysis, and agency business management. The Budget and Analysis series is designed specifically for assignment to the Budget and Analysis Office where work involves planning, budgeting, monitoring and evaluation of Countywide gover! nment operations.

TYPICAL TASKS:
Manages and coordi! nates agency program budgets, utilizing the adopted fiscal plan, Performance Accounting System and internal ledgers; Compiles information, develops summary reports, analyzes and prioritizes materials and communicates to internal and external staff;
Manages special projects, acting as research and coordination lead, pulling together services from various functions within the department or agency as well as with other County agencies;
Assists with the internal management of the agency;
Establishes special project goals, researches project history, and prepares a timeframe and work plan to accomplish the goals;
Analyzes special projects and programs for opportunities to increase productivity and efficiency;
Maintains working knowledge of all budget requests and serves a point of contact for budget issues;
Implements, tests and audits programs;
May be responsible for the fiscal health of the department or agency, providing research, policy and decisi! on making resources for all financial issues;
Develops strategies for forecasting, staffing plans, capital improvements, fund balances and carryovers;
Assists agency divisions and programs, addressing issues of efficiency and effectiveness and developing reporting methods for regular monitoring of performance;
Performs quantitative analysis, service level analysis;
Prepares status reports, technical reports and management reports;
Reviews purchase orders, payments, and external billings;
Maintains knowledge of Performance accounting, budgeting and purchasing systems;
May serve as liaison with other departments and outside agencies, such as County Attorney, County budget, finance, risk management and emergency management functions;
Prepares manuals and other informational materials;
Prepares items for Board of County Supervisors agenda; responds to outside requests for information;
Prepares and makes presentations of research and analy! sis findings;
Assists in interviewing and hiring administrative, pa! raprofessional and professional staff;
Supervises assigned staff, conducting performance evaluations and handling disciplinary actions;
Develops training programs related to assigned area of responsibility;
Manages the development and implementation of databases, identifies application needs and priorities;
Prepares and monitors grants;
Oversees internal agency service operations;
Prepares and monitors accounts, and bank reconciliations;
Identifies contract needs, updates, modifies, analyzes and manages fee systems and databases;
Facilitates fee appeals through on-site audits;
Conducts review of commercial fee accounts for fee accuracy.

KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of the techniques in project planning and statistical work; demonstrated leadership skill as a project or team leader; skill in developing quantitative and qualitative data-collection instruments; ability to express ideas clearly and c! oncisely, especially in written form; ability to manage department programs; ability to perform independent research and development activities; skill in interpreting budget and activity reports to measure performance against goals and objectives; ability to systematically compile data, interpret and report evaluation findings; ability to work effectively with other employees and with the public.

Education and Experience:
Any combination of education and experience equivalent to a Bachelor’s degree in public or business administration, accounting or a field related to area of assignment and 3-5 years of progressively responsible generalized or specialized management analysis or fiscal analysis experience.
