Metrica, Inc. is ! a broad-based professional services firm established in 1984 to provide to government and industry an array of program support activities. Metrica is seeking a Short-Term, as-needed Secured Transactions Reforms expert to Dominican Republic on behalf of The U.S. Department of Treasury, Office of Technical Assistance (OTA) â€" Banking & Financial Institutions Team.

The Dominican Republic Government is developing an aggressive strategy to promote the small and micro enterprises (SME), as a mean to boost the employment and economic growth. Though a significant development of the financial services has taken place during the last years, there still remain several challenges ahead to improve the financial inclusion and the access to credit in the country

In the DR there is room for significant regulatory changes to improve the rights for both, borrowers and lenders . Consequently it is also necessary to know the experience of countries that have adopted this new! legislation and its impact on access to credit for small and ! medium enterprises.

The Expert will know the laws on security transactions taken in other countries to understand the new approach on this matter in the law applied.

Will raise awareness of policy makers, private section and international donors about the importance of the secured transactions, alternative frameworks and their impact on the country competiveness, especially with regard to increasing the flow of credit access to MI & SMEs.
Will develop a roadmap for a successful Secured Transactions Reform (STR) in the DR.
Will obtain first-hand evidence to enable the formulator team, people who pass the reforms and sectors involved in its implementation, to know the experience of implementing the reforms and its operation.
Will review the current legal framework on secured transactions and the current features and state of development of the mobile collateral registry.
This individual will develop a workshop on the “Importance of Secured ! Transactions as a tool to democratize credit”, addressed to the authorities involved in enhancing the business climate and improving competitiveness (Ministry of Industry and Commerce, authorities of the Registry, Congressmen, the financial industry, and civil society.

Will assess the current legal framework on Secured Transactions; -the basic information will be made available to the consultant previous to her visit. Will conduct working sessions with Government Authorities who will lead and promote the STR on the topic: “Secured Transactions System, what to do for a successful reform”.
Will hold meetings and working sessions with Member of Parliament, civil society and stakeholders of the project, as requested by his counterpart.
Will deliver, by the end of the consultancy, a final report with main findings and the impact or results on the ground that were achieved during the consultancy.
Will deliver a road-map to achieve the final goal regardi! ng a modern system of secured transactions.

Duration: This consultancy will last ten (10) days; including five (5) days visit to the Dominican Republic, two (2) days of office work previous to the visit and three (3) days to write and deliver the final report

Requirements:
An attorney at Law professional and international expert with a proven record of specialization in the field of “Secured Transactions Reforms”, with at least 10 years experience in Latin America and fluent in Spanish.
