This position is located in the Legal Division, Corporate, Consumer, Insurance, and Legislation Branch, Contracts and Risk Management Unit, Outside Counsel Management Group, A! rlington, VA of the Federal Deposit Insurance Corporation and provides advice and counsel on issues related to diversity and the Legal Division's Minority and Women Owned Law Firm (MWOLF) program for the FDIC. Employment Conditions

This position requires frequent overnight travel. DUTIES:

  • Provides legal advice and counsel on issues related to diversity and the Legal Division's Minority and Women Owned Law Firm (MWOLF) program.
  • Responsible for overseeing the Legal Division's diversity initiatives, MWOLF outreach events, coordination with the Office of Diversity and Economic Opportunity (ODEO) and providing advice to senior Legal Division management officials regarding changes in statutes or regulations regarding the utilization of outside counsel law firms generally and MWOLFs specifically. Advises staff and management on matters rela! ted to the use of outside counsel with a focus on increased ut! ilization of MWOLFs.
  • Organizes and conducts periodic roundtable events with outside counsel, MWOLFs and in-house attorneys to facilitate relationship building, co-counseling and knowledge sharing among firms regarding FDIC issues.
  • Responsible for identifying best practices related to diversity in engaging and retaining outside counsel and promoting inclusion of MWOLFs.
  • Prepares and interprets diversity and MWOLF related directives, policies and procedures, and independently recommends a course of action when requested.
  • Monitors compliance with all applicable directives, regulations, and policies and procedures related to the MWOLF program. QUALIFICATIONS REQUIRED:
Applicants must have one year of specialized experience equivalent to the grade 14 level or higher in the Federal service. Specialized experience is experience providing legal advice, counsel and outreach related to the utilization of outside counsel law firms, specif! ically Minority and Women Owned Law Firms.

There is no substitution of education for the experience for this position.

3. Knowledge of contracting methods.

4. Skill in applying subject matter principles and practices, including one or more of the following: acquisitions, diversity, gender or racial disparity issues, federal and state statutes and regulations regarding procurement of goods and services.

5. Knowledge of programs involving minority and women owned law firms, and minority business enterprises.

6. Abil! ity to develop business plans that focus on increased participation by underrepresented groups.
