The RLA's responsibilities will include:
Support and be supervised by the TL/RLA in all the responsibilitie! s and specific objectives listed above;
Serve as the acting TL/RLA as required.
Recommend activities and projects that help South Sudan create a reliable, efficient and fair justice system that ensures rule of law to its citizens;
Provide advice to INL/Juba in the planning, development, and management of such aspects of Mission-supported âRule of Lawâ (ROL) activities as the development of policy recommendations, determination of work priorities and resolution of implementation issues;
Assist INL/Juba in managing the other resources of the RLA Project;
Consult through INL/Juba with senior U.S. Embassy management as required on issues involving ROL, program development and best development practices;
Develop concept papers, strategy papers and assessment/evaluation documents; and,
Monitor and report on the evolution of South Sudanâs justice system, in formats to be determined by INL/Juba.
Assure th! at project activities are technically sound, cost-effective an! d comply with applicable USG financial and contracting requirements;
Identify problem areas in the achievement of these goals and communicate these to the Contracting Officerâs Representative (COR) or the Government Technical Monitor (GTM);
Provide advice to INL/Juba on the selection of performance data, then track such data for use in project metrics;
Maintain contact and dialogue â" in association with the COR/GTM â" with donor organizations, as well as non-governmental organization (NGOs), organizing donor coordination events, as necessary;
Serve as note-taker for USG officials during substantive meetings, as required;
Work effectively under pressure, within time constraints, and during times of rapidly developing events; and,
Perform other tasks within the scope of the funding as directed by the CO/COR.
RLA - Minimum Requirements:
JD from an ABA-accredited law school in United States or its eq! uivalent abroad
Four (4) years of progressively more responsible legal work experience, such as working as a judge, prosecutor, public defender, government legal adviser, attorney in private practice, law faculty member, law clerk, court administrator, legal training or legal technical assistance provider, or a combination of the above
Two (2) years of experience working in the area of criminal justice reform and rule of law programs in foreign countries, preferably in developing or transitional countries
One (1) year of experience with working in the area of juvenile justice
Please note that pursuant to a government contract, must be a U.S. citizen
Proficient in Microsoft Office Word and Excel
Excellent oral and written English communication skills
RLA - Preferred Knowledge/Skills:
Experience working in Sudan or South Sudan.
Experience working with developing nations, preferably in post-conf! lict environments
Experience working overseas implementing ROL! projects within U.S. Government, international organizations, or their contractors
Familiarity with international organizations involved in justice program components in missions around the world and demonstrated understanding of the requirements for coordinating U.S. programs with them
