City Planner

Assists the Director in managing the City Planning function, to include comprehensive planning, zoning administration, the review of rezoning, subdivision and site plans and staff support to various boards and commissions.
Examples of Duties:
Assisting citizens, applicants and developers with development process and related applications, zoning and plans.
Coordinates the review of site plans and subdivision plans by city departments and other agencies and distributes approved plans.
Provides administrative and technical assistance to various boards and commissions to include but not limited to! the Architectural Review Board, the Downtown Design Review Co! mmittee and Keep Hopewell Beautiful.
Organizing, facilitating and staffing participatory public meetings, public hearings and design charrettes
Prepares grant applications and a variety of reports to assist management in decision-making and to meet regulatory requirements.
Researching, coordinating, reviewing and writing legislative ordinances, resolutions, amendments, policies and related codes related to land use, zoning and development regulatory codes and special projects.
Provides staff assistance to the Director on projects and studies that involve the Board of Zoning Appeals, Planning Commission/Wetlands Board, and City Council.
Coordinates the review of various planning/zoning permits to include, but not limited to, Right-of-Way Vacations, Temporary Right of Way Use permits, Rezoning/Conditional Use permits, Variances, and Appeals.
Directs the work of the Community Development Block Grant Administrator and oversees the Cityâs Community Deve! lopment Block Grant (CDBG) program.
Coordinates zoning approval for building permit applications and business licenses for compliance with the Zoning Ordinance.
Respond to information requests from the general public, other departments and agencies.
Typical Qualifications:
Minimum Education and Experience:
Bachelorâs degree in Planning or Public Administration and at least 5 years progressively responsible professional planning or related experience (Masterâs preferred)
Local government or private planning experience Licenses and/or Certifications:
Certification by the American Institute of Certified Planners (AICP) preferred Knowledge, Skills & Abilities:
Overall understanding of core planning principles, community involvement and local government zoning processes and procedures
Thorough knowledge of laws, regulations, requirements and policies of local, state and federal programs relative to planning, ur! ban development and the Community Development Block Grant Program
K! nowledge of principles and practices of public administration, as well as of urban and regional planning
Knowledge of principles of historic preservation, downtown revitalization, and housing rehabilitation
General knowledge of geographic information systems
Strong analytical, research, communication, presentation, organization and time-management skills
High proficiency in Microsoft Office Suite and in the use of Census data
Strong interpersonal skills to include the ability to work with varying personalities
Strong project management, leadership, negotiating, and consensus building skills with the ability to work directly with residents, developers, planners, engineers, architects, attorneys and public officials.
Ability to initiate tasks and forecast needed steps to complete a project
Demonstrated ability to plan, organize and carry out complex research projects effectively and simultaneously, to present the results of research effectively! in clear oral, written and graphic form
Ability to review subdivisions plats/plans, site plans
