The primary purpose of this position is
to provide specialized professional legal advice and services as an attorney within Air Combat Command (ACC).
·
Legal advisor for the acquisition program.
Reviews complex contractual documents for legal sufficiency and compliance with all applicable laws, regulations, and policy.
·
Examines legal issues raised by requests for formal opinions.
·
Provides oral advice to Contracting Officers and program management personnel at various levels on pertinent issues
·
Maintains current knowledge of changing statutory and regulatory guidance relating to services acquisition development and sustainment, as well as general developments in technology that may im! prove the effective delivery of legal services

QUALIFICATION REQUIREMENTS:
There is no Office of Personnel Management qualification standard for this series.
The following qualifications are IAW AF Instruction 51-107, dtd 1 Apr 1996 and Department of Defense Directive 1442.2, certified current as of 12 Mar 2004.
GENERAL REQUIREMENTS:
Must possess a law degree from an ABA-accredited law school, and admission to and membership in good standing of the bar of any State, District of Columbia or the Commonwealth of Puerto Rico, in good standing.
Required to disclose any currently pending allegations or previous findings of ethics, judicial, or other professional misconduct by any state bar or attorney disciplinary committee.
Must have professional legal experience in excess of two years as is commensurate with the duties and responsibilities of the position to be assumed.

Appointments will be made on the basis of merit and in accordance with veterans preference entitlements and applicable rules and regulations of the office of Personnel Management. Subject to the requirement above, when more than one applicant for a particular attorney position meets the minimum requirements for appointments, the applicant who is best qualified on the bases of academic standing; relevant experience and achievement in the legal field will be selected.
Other factors involving effectiveness to perform the functions of the position may also be considered.
The duties to be performed are the critical factor in determining entrance level.
The possession of a degree or high academic standing alone is not sufficient basis for appointment at a higher entrance level.
Must have successfully completed a full course of study in a school of law accredited by the American Bar Assoc! iation (ABA) and have the first professional law degree (LLB or JD) and! admission to and membership in good standing of the bar of any the 50 States, the
District of Columbia or U.S Territory. Required to disclose any currently pending allegations or previous findings of ethics, judicial, or other professional misconduct by any state bar or attorney disciplinary committee. Must have professional legal experience in excess of two years as is commensurate with the duties and responsibilities of the position to be assumed. The minimum qualification requirements must be met before applicants are eligible for further consideration.
Bases of Rating:
No written examination is required. Applicants will be rated on the content of the application, considering education, experiences and other professional qualifications. Final selection is a two part process comprised of (1) rating by the local civilian attorney committee (including results of the oral interview of some of the applicants) and (2) final review of qualification! s of the best qualified applicants by the qualifying authority including, at its discretion, another oral interview. Final selection is subject to approval of the qualifying authority, which may revise the rank order of preference for selection.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of federal acquisition and fiscal law (including but not limited to Major Services Acquisition, Systems
Acquisition, Research & Development, Advisory and Assistance Services (A&AS), contracting matters, and the Fiscal, aspects thereof).
2. Knowledge of rules, procedures, policies and programs of the Office of the Staff Judge Advocate to perform the
procedural and administrative work of the organization to include knowledge of theories, principles and techniques of legal research.
3.! Skill in researching legal issues raised by requests for formal opinio! ns, the analysis of complex factual situations in light of the results of such legal research and general legal principles, and the preparation of written legal opinions and fraud remedies plans based upon such research and analysis.
4. Skill in using negotiation techniques to protect the Government's position m major acquisition actions.
5. Ability to compile and report data, analyze statistical data for trends, and to make adjustments to the programs.
6. Skill and ability to effectively communicate both orally and in writing.

:
Credit will be given for appropriate unpaid and or part-time work.

ADDITIONAL CONDITIONS OF EMPLOYMENT
:
1. Must have a law degree (JD or LLB) from an ABA accredited law school and be a member in good standing of the bar of the highest court of a state or the District of Columbia. Five Years of relevant experience and/or a master of laws (LLM) in Government Contracts is desirable.
2. Incumbent must be currently licensed as an attorney and counselor at law in a state or territory of the United States, the District of Columbia or the Commonwealth of Puerto Rico.
3. I! ncumbent is required to file annually a Confidential Financial Disclosu! re Report (OGE Form 450)
4. Must be able to obtain and retain up to a SECRET Security Clearance
5. Work occasionally requires travel away from the normal duty station.
6. The work may require the employee to drive a motor vehicle. An appropriate, valid driverÂ's license may be required for the position.
