The Chief Information Officer (CIO) is the principal advisor to the Under Secretary and Director on the application of information technology (IT) to support and improve the Agencyâs! business processes. The Collaborative Services Support Branch provides operational support and coordination for collaboration systems and events that include unified communications, document sharing, videoconferencing, webcasts, and other ânew mediaâ technologies.

You must meet the definition of specialized experience. DUTIES:
Serves as a senior technical expert for the assigned IT area, involving hardware, software, process, and procedure associated with collaboration systems. Integrates complex information from multiple sources in order to provide the most complete, pertinent and efficient responses to queries.
Analyzes software and/or hardware problems a! nd provides solutions. Solves a wide range of operational and support problems to meet customer requirements. Draws upon multiple IT specialties in order to accomplish complex tasks.
Advises managers, customers and Branch/Division staff on software and/or hardware needs, on new technology, and recommends modifications to current software and/or hardware.
Plans the design, implementation, and operation of new and improved information systems to meet the business requirements of customer organizations by:
consulting with customers to identify and specify requirements
developing overall functional and systems requirements and specifications
conducting feasibility studies and trade-off analyses
preparing business cases for the application of IT solutions
defining systems scope and objectives
developing cost estimates for new or modified systems
coordinating projects and tasks
ensuring the ! integration of all systems components; e.g., procedures, databases, pol! icies, software, and hardware
Oversees and ensures adequate customer support by:
diagnosing and resolving problems in response to customer reported incidents
researching, evaluating, and providing feedback on problematic trends and patterns in customer support requirements
developing and maintaining problem tracking and resolution databases
installing, configuring, troubleshooting, and maintaining customer hardware and software
Participates in complicated special projects and may serve as a project leader.
Provides technical and procedural guidance to team members and other support staff.
QUALIFICATIONS REQUIRED:
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-13 grade level in the Federal service.
Specialized experience for this position includes experience in all of the following skill sets:
Skill Set 1 â" Analyzing complex software and/or hardware problems and providing appropriate solutions! ,
AND
Skill Set 2 - Serving as a project manager for ! multiple IT projects,
AND
Skill Set 4 â" Providing solutions to customer service needs through consultation, problem analysis, reporting, and resolution implementation.
