THIS IS A REANNOUNCEMENT - CANDIDATES WHO APPLIED TO (9L-HAF-975605-973970-ARS), MUST SELF-NOMINATE FOR THIS ANNOUNCEMENT IN ORDER TO BE CONSIDERED FOR THIS POSITION

This is a centrally managed position located in the Legal career field

  • The primary purpose of this position is to serve as an Associate General Counsel in the Office of the General Counsel, Office of the Deputy General Counsel (Intelligence, International, and Military Affairs). As assigned and without supervision, accomplishes specialized projects, which require a very high level of legal training and experience. Such projects may involve participation in Air Force or inter-agency working groups, as well as international and multi-national working groups and may require field trips to military installations and other locations in CONUS and OCONUS.
  • Assists the Depu! ty General Counsel (Intelligence, International and Military Affairs) and/or designated supervisor in carrying out the responsibilities in matters pertaining to one or more of the following areas: intelligence, cyberspace, international law, military personnel law, and investigations.
  • Provides legal advice, counsel, and opinions to the General Counsel, Principal Deputy General Counsel, and the Deputy General Counsels and/or designated supervisor on the very complex legal issues related to these areas of expertise.
  • Attends meetings with high-ranking officials from DoD, Department of Justice (DoJ), Department of State (DoS), other government agencies, foreign governments, international organizations, and non-governmental entities, as appropriate, on matters relating to policies.
  • Represents the office of the General Counsel and/or the Air Force in conferences with senior representatives of DoD and other defense agencies and military departments, othe! r government agencies, foreign governments, international organizations! , and non-governmental entities, as appropriate, on matters of interest to the Air Force. Prepares and presents speeches in various Air Force operating offices and legal educational seminars.
  • For a matter of particular interest to the General Counsel, serves as agency liaison with : a) assigned trial attorneys and actively guides prosecution, defense, and resolution of claims and lawsuits brought by and against the United States or the Air Force; or b) DoS, other government agencies, international organizations, and non-government entities and actively guides negotiation and resolution of international issues, including claims for money.
QUALIFICATIONS REQUIRED:
BASIC QUALIFICATIONS : Applicants must meet all of the following:

1. Have a first professional law degree (LL.B. or J.D.) that is accredited by the American Bar Association;

2. Active (or equivalent) membership in good standing in the bar or highest court of a ! state, U.S. territory, U.S. Commonwealth or the District of Columbia;

3. Never been disciplined, sanctioned, or had fitness to practice law challenged by any bar or court or state or territory of the U.S. or District of Columbia;

4. Professional legal experience in excess of three years commensurate with the duties and responsibilities of the position.

IMPORTANT: You MUST provide the following supporting documentation: Copy of current Bar Membership/Card. Also, if you have been a bar member for less than five years, a copy of your final law school transcript. Failure to submit all of the proper documentation will result in removal of your application from consideration .

EDUCATION REQUIREMENTS: In lieu of OPM Qualification Standards, AFI 51-107, Employment of Civilian Attorneys, applies.

AND

SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience equivalent to the GS-14 level in the F! ederal service or equivalent in other pay systems that equipped me with! the particular knowledge, skills and abilities (KSAs) to perform successfully the duties of the position. Specialized experience must include knowledge of the role and duties of the Government attorney, including a practical knowledge of the Model Rules of Professional Conduct for Federal Lawyers, and Federal Bar Association; ability to analyze highly complex legal issues in areas of assigned responsibilities involving international law matters, cyber law issues, personnel, security, intelligence, or investigations, as they relate to the responsibilities of the organization.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of the role and duties of the Government attorney. Knowledge of applicable substantive domestic laws, regulations, policies, and international law, as appropriate.

2. Ability to! apply knowledge of the law to help achieve Air Force policy and programmatic objectives. Skill in various research methodologies, including computer-assisted technologies.

3. Skill in gathering data and conducting interviews or international negotiations. Knowledge of communication methodologies and staffing processes peculiar to the legal profession and the Air Force.

4. Ability to communicate complex legal issues and theories effectively orally and in writing.

5. Knowledge of computer-assisted drafting software, e.g. Microsoft Word, PowerPoint, etc.

6. Graduate from an accredited law school and admission to the bar of a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number o! f hours per week.

ARE YOU USING YOUR EDUCATION TO QUALIFY? You! MUST provide transcripts to support your educational claims. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.

ADDITIONAL CONDITIONS OF EMPLOYMENT :
1. Employee may be required to file a Financial Disclosure Report (SF 450).

2. Must be able to obtain and maintain top secret clearance

3. Work may require travel away from the normal duty station from time to time as well as occasional overtime. Rotational assignments to the Brussels, Belgium, branch of the General CounselÂ's office may also be required.

4. Drug Test requirement was modified! to comply with AFI 44-107 Air Force Civilian Drug Demand Reduction Program , 7 April 2010.

5. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety.
