STARTINGSAL! ARYRANGE: $43,563.00 to $58,402.50

GENERAL DEFINITION OF WORK:
Performs difficult technical work in community maintenance, zoning inspections and code enforcement in conformance with applicable federal, state and local policies, laws, codes, statutes, ordinances and requirements. Work also involves responding to public inquiries on zoning and community maintenance matters and interpretations of County zoning ordinance regulations.
Work is performed under immediate supervision of Chief Property Code Enforcement Inspector(s).

TYPICAL TASKS:
Investigates complaints of violations of the County Zoning Ordinance, Prope! rty Maintenance Code and other County codes and ordinances as determined by the property maintenance program and enforces compliance;

Enforces conditions imposed by special use permit or proffers agreed to by rezoning amendment; inspects for compliance with site plans for zoning regulations;

Issues violation notices or summons; assists inimplementation of other appropriate legal proceedings;

Follows-up on the status of complaints and violation cases;

Assists personnel from offices of the county and commonwealth attorneys in the preparation, documentation and prosecution of zoning and community maintenance violations; serves as witness in court as required;

Assist inter and intra-agency personnel in joint inspections of neighborhoods; including administration and enforcement of property maintenance code;

Maintains and updates zoning and property maintenance code enforcement case files, including photographs, maps, diagram! s, meeting records, telephone logs, written communication and documenta! tion of verbal communication with property owner, tenant, occupants, complainant and other interested parties;

Maintains inspection records utilizing County’s automated databases, including land information system and inspections related software;

Refers difficult, unique or unresolved problems to appropriate personnel;

Files, updates, maintains and retrieves office materials (such as records, plans, plats, inspection reports, correspondence).

KNOWLEDGE, SKILLS AND ABILITIES:
General knowledge of Zoning Ordinance, Property Maintenance Code and related codes; general knowledge of routine legal methods and procedures related to enforcement of laws and ordinances; general knowledge of methods and procedures associated with zoning permits; general knowledge of standard office methods and procedures; general knowledge and moderate proficiency with Windows based computer programs; general knowledge and moderate proficiency with dat! a entry or database systems; ability to read and interpret site and grading plans, architectural plans, zoning maps, subdivision plans and plats, and proffers; ability to establish and maintain effective working relationships with inter- and intra-agency personnel, property owners, building contractors and general public; ability to communicate effectively both orally and in writing with individuals, small groups, and as a witness in court in the performance of assigned job duties; skill in using tact and courtesy in relating to general public.

Any combination of education and experience equivalent to graduation from high school, supplemented by training in planning, engineering, architecture, site development plans, property management, law enforcement, public administration or related field; and 3-5 years experience in code enforcement, zoning, community maintenance, law enforcement or site inspection.
After 2-3 years of satisfactory performance and professio! nal development growth including certification as a Building Maintenanc! e Inspector and other required training and certifications, including successful completion of two customer service, two communication and two supervisory classes through PWC University or equivalent the employee may be promoted to Senior Property Code Enforcement Inspector.

Must possess a valid driver’s license;

Must pass DMV record check and pre-employment physical;

Must pass criminal record check, background investigation and polygraph conductedby the Prince William County Police Department;

Must attend training and obtain certification as a Building Maintenance Inspector through Commonwealth of Virginia within eighteen (18) months of employment;

Must attend training and obtain certification as a Certified Zoning Official through the Virginia Association of Zoning Officials within three (3) years of employment.
