The USPS OIG is seeking a highly qualified applicant to fill an Attorney position in the Office of General Counsel located in Arlington, VA. Primary responsibilities of the position entail providing legal advice and services to federal agents in every aspect of investigating violations of Postal Service and federal law and regulations, including: worker' compensation fraud, mail theft, contract fraud, whistleblower retaliation, and violations of ethical standards. The successful candidate will also review and approve Inspector General administrative subpoenas and conduct training for clients as needed.

Candidates will be evaluated on the skills they possess that are directly related to the duties of the position and/or the experience,! education and training that indicate the applicant's ability ! to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Journey Band/Attorney level, equivalent to a GS-12- GS-14. The salary range for this position is $74,872- $136,771. The salary figures include locality pay. *Career Ladder to GS-14 equivalent at management's discretion.

Relocation expenses will not be paid. KEY REQUIREMENTS

Please note that the duties and responsibilities associated with this position may vary based upon the agency's needs at the time of hire. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations.
Develops legal opinions, briefs, pleadings, memoranda, etc., on a wide variety of matters, ranging from simple to complex, that arise within the OIG.
Provides legal advice to federal agents in every aspect of conducting investigations into violations of Postal Service of federal laws and regulations from strategizing on possible offenses to assisting with prosecution or administrative referrals as appropriate.
Reviews investigative reports for legal sufficiency for potential legal actions.
Review and appr! ove Inspector General administrative subpoenas.
Conduct legal train! ing for clients as needed.
Works closely with other OIG Attorneys, U.S. Attorney's Offices, the Department of Justice, and other organizations. Keeps abreast of legal developments and best practices within the OIG community to effectively represent the OIG's interests.
Provides litigation support to the Department of Justice.

QUALIFICATIONS REQUIRED:
MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.
Graduated from an ABA accredited law school with a Juris Doctor Degree with a grade point average (GPA) of a least 3.0;
Membership in good standing with a State Bar; and
At least 2 years professional legal experience

You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referr! ed for further consideration.

HOW YOU WILL BE EVALUATED:

Experience in three or more of the following areas of law: 1) advising in federal investigations; 2) criminal law; 3) prosecutorial experience; 4) judicial clerkship; 5) contract fraud; 6) worker's compensation fraud; 7) mail theft; 8) Inspector General-related; 9) knowledge of laws affecting the work of Inspectors General; 10) experience in laws affecting the Postal Service - particularly Postal Service Contracting processes; 11) Conducting legal training. (Preference will be given to applicants who have experience in more areas.)
Skill in writing legal opinions, policy analyses, client guidance and recommending appropriate action. (A writing sample is required.)
Ability to communicate effectively to represent the OIG in legal proceedings and maintain excellen! t client relationships.

DESIRABLE QUALIFICATIONS
Knowledge! of laws and regulations affecting the work of Inspector General
Experience in laws affecting the Postal Service - particularly Postal Service contracting processes
Experience advising OIG or federal investigators
