The Prince William County Tax Administration Office is looking for an experienced person familiar with business tax auditing to work closely with local businesses and the Tax Compliance Office. The focus will be to audit businesses to determine compliance with local business license and business personal property tax rules, regulations and guidelines.

PREFERREDSKILLS

Experience planning and coordinating and conducting financial, compliance or operational business tax audits. Experience in assessment of local business professional and occupational license (BPOL) and business personal property tax rules, regulations and guidelines and experience analyzing financial statements. Experience with federal, state or local tax returns to determine business tax liability.

GENERAL DEFINITION OF WORK:
Performs difficult professional work in the analyses and auditing of business financial records; assists in the administration of the Business Tax Audit Program to ensure tax compliance with current state and locally administered business tax laws. Work involves performing complex financial audits of businesses operating in the County to determine appropriate tax base for assessment; and on-site inspections.
Work is performed under the general supervision of the Tax Compliance Manager. May be required to manage work activities off-site and report data to manager daily via office automated network systems, e-mail, network drive, fax and telephone.!

TYPICAL TASKS:
Plans, coordinates and conducts on-site financial, compliance and operational audits and on-site inspections of businesses relating to applicable County business taxes; business professional occupational license, business personal property, transient occupancy tax and other miscellaneous business related taxes;

Plans and conducts pre-audit research to evaluate taxpayer filing and reporting history to determine audit strategy and scope;

Prepares audit working papers to document the work performed during the audit;

Conducts comprehensive analyses of complex business financial records and researches various business tax discovery tools to identify gross receipts, unregistered businesses, fixed assets, reporting discrepancies, property costs and values;

Plans, coordinates and conducts operational audits to determine business classification, asset identification, and property values;

Analyzes busine! ss owner’s financial statements to verify gross receipts and tangible! fixed assets, general ledgers, income and expense statements, balance sheets and any related financial records;

Prepares comprehensive audit reports and statements of audit findings for management and the business;

Initiates complex audit assessments, refunds, tax credits and adjustments thorough tax system databases and automated microcomputer spreadsheets;

Collaborates with the CPAs, attorneys and authorized tax representatives of businesses under audit, to reconcile discrepancies in financial reporting, tax code interpretation, and to discuss audit findings;

Evaluates cases in the Audit Appeal Review Process thorough participation on the audit review committee and prepares recommendations for final determinations;

Research federal, state and local tax laws, and provides tax code interpretation;

Makes recommendations for improvement to established guidelines and auditing practices and advises businesses of complex sta! te and local laws for future tax compliance;

Assists in developing audit objectives and training.

KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of the principles, practices and procedures of accounting and auditing; thorough knowledge of financialaudits of books and records of businesses; thorough working knowledge of the Business, Professional and Occupational License Tax, Business Personal Property tax and local business taxation; general knowledge of the principles, practices and techniques of research and the analytical process; general knowledge of various state and local ordinances relating to other related business taxes; general working knowledge of micro-computers; ability to conduct on-site inspections; ability to make decisions under limited supervision; ability to resolve complex business tax-related issues; ability to write clear and concise reports and letters; ability to establish and maintain effective working relationships! with the public and other County employees; ability to prepare and int! erpret financial reports and statements; ability to organize, analyze and interpret management data to solve taxation problems.

Any combination of education and experience equivalent to a Bachelor’s degreewith major course work in accounting, auditing, finance, or business administration which has provided an understanding of auditing principles and techniques; and 2-3 years experience as a Business Taxation Auditor or an accountant with 1-2 years experience in business taxation. Prefer experience working with computerized business tax systems.

Must possess a valid driver’s license;

Must pass DMV record check.
