Prince Wi lliam County is seeking qualified applicants to fill a full time Therapist IV team lead position. This position will provide agency oversight of the Not Guilty by Reason of Insanity (NGRI) program, organize and complete court ordered restoration to competency services, and oversee the CSB's role in the Prince William Court's mental health DIVERT docket. This is a senior clinical supervisory position that provides ongoing training, supervision, guidance, support and direction under the supervision and coordination with the Program Manager, clinical staff and as well as the criminal justice system.

DUTIES SPECIFIC TO THIS POSITION:
Completes community based and jail based restoration to competency activities for both adults and juveniles; Conducts and writes evaluations and reports required by the judicial system; Provides a comprehensive array of clinical services to mentally ill and/or substance using individuals involved in the criminal justice system; P rovides clinical guidance and administrative oversight to subordinate staff in risk assessment and management, and evaluates risk and potential need for hospitalization; Assigns cases to subordinate staff; Writes treatment plans and maintains records according to agency's policies and procedures; Prepares reports and ensures that legal documents are received on time; Provides supervision to clinical staff, other subordinate employees, students and volunteers; Prepares and presents case presentations for clinical supervision; Participates in DIVERT docket; Attends treatment team meetings at various state hospitals for NGRI acquittees; develops and implements risk management and conditional release plans; reviews, oversees and reports to the court regarding acquittees' adherence to conditional release plans; Collaborates with various other agencies to include County Attorney's office, Commonwealth Attorney's office, ADC, Judges, and various defense attorneys; Attends and parti cipates in staff meetings and professional development activities.

REQUIREMENTS: Master's Degree in psychology, social work, counseling, or a related behavioral science field; and 3-5 years of experience providing clinical evaluations and forensic services to seriously mentally ill adults and 2-3 years supervisory experience. Must be L.C.S.W., L.P.C., or Licensed Clinical Psychologist.

PREFERENCES: Experience conducting, writing, and reviewing clinical and forensic evaluations, Experience providing services to clients with serious mental illness, co-occurring disorders, and those determined Not Guilty by Reason of Insanity; Experience with coordination of services with multiple providers and the judicial system. Experience providing clinical supervision for licensure; English/Spanish helpful, but not required.

ENTRY SALARY: $69,225.00 - $93,366.00

GENERAL DEFINITION OF WORK:
Performs complex professional work designed to provide full range mental health/mental retardation, substance abuse, developmental disability, and/or prevention services to clients. Work involves the assessment, intervention, counseling/therapy, treatment and rehabilitation of clients with varying degrees of problems requiring advanced clinical knowledge and skills in working with clients and families and may be performed in such diverse settings as residential program sites, psychological clubhouses, schools, clients' homes and outpatient clinics.
Work is performed independently under general supervision o f a Community Services Division Manager or Program Manager. Incumbent exercises independent judgment within established policies, procedures and professional guidelines. Work is reviewed through observations, conferences, reports, and results obtained and may be performed in such diverse settings as residential program sites, psychosocial clubhouses, schools, clients' homes and/or outpatient clinics.
Assignments which are complex or involves ethically or politically sensitive issues are performed under supervisory guidance. Supervision is exercised over senior level clinical personnel, students and volunteers.

TYPICAL TASKS:
Conducts screening interviews; makes initial diagnosis and treatment recommendations;
Conducts and writes clinical evaluations for judicial system, schools, hospitals, residential rehabilitation programs, Department of Social Services, Social Security Administration, etc.;
Coordinates and integrates program components; and designs and conducts evaluation of prevention programming, within the division and the community;
Provides case management activities for highly complex multi-problem cases, including outreach, assessment, linkage to and coordination with other service providers, client advocacy, and aftercare treatment and crisis intervention for clients, including those at high risk for suicide/homicide;
Provides a comprehensive array of clinical services to mentally ill and/or mentally retarded and substance abusing clients involved in the criminal justice system and emergency mental health, mental retardation, and substance abuse treatment services during office hours, overnight, weekends and holidays;
Provides psychotherapy, psychosocial rehabilitation, and residential services including assessment and intervention through the following treatment activities - Individual, group and family therapy;
Provides a comprehensive array of clinical services for substance abusers and their families including family, group, and individual therapy, assessments and appropriate referrals for detoxification and residential rehabilitation, discharge planning, and aftercare services;
Provides clinical guidance to subordinate staff in risk assessment and management;
Provides consultation and technical assistance to families, professionals and community agencies regarding substance abuse and group psychotherapy and brief family systems treatment to clients with a wide range of presenting problems;
Provides services to clients through assessment, intervention, counseling, therapy and education;
Provides liaison services to community support groups and agencies in developing and implementing individual treatment plans and primary prevention programs;
Evaluates risk and potential need for hospitalization; develops and implements risk management plans;
Assigns cases to subordinate staff; maintains waiting list for services; and writes trea tment plans and maintains records according to agency's policies and procedures; prepares reports; provides supervision to senior level clinical staff, other subordinate employees, students and volunteers; prepares and presents case presentations for clinical supervision;
Plans, designs and conducts community education groups and programs;
Plans and supervises various programs;
Plans, develops, and evaluates specialized primary prevention programs across all divisions; and plans in-service training programs;
Prepares educational materials for distribution related to prevention programs; and conducts public awareness and community education efforts;
Attends and participates in staff meetings and professional development activities;
Develops and maintains an effective working relationship with the self help community.

KNOWLEDGE, SKILLS AND ABILITIES:

Education and Experience

Requires Master's Degree in psychology, social work, counseling, or a related behavioral science field; and 3-5 years of experience in the delivery of human services in a specific assigned program, a nd 2-3 years supervisory experience.
Special Requirements

Must be L.C.S.W., L.P.C., or Licensed Clinical Psychologist if program reimbursement or regulation stipulates;
Requires a valid certification as a Certified Preadmission Prescreening Clinician if program stipulates, effective July 1, 2016 per Department of Mental Health, Mental Retardation and Substance Abuse Services (DMHMRSAS) regulations.
Must possess a valid driver's license;
Must pass DMV record check;
Must pass TB test;
Certification in First Aid and Cardiac Pulmonary Resuscitation, as required;
Offer of employment is contingent upon the candidate passing a fingerprinted-based national criminal history record check.

Child Protective Services Requirements : Effective 1999, mandated by the Department of Behavioral Health and Developmental Services 12VA35-105-400 rules and Regulations for Licensing Providers by the Department of Behavioral Health and Development Services related to Criminal Registry Checks, a search of the registry of founded complaints of child abuse and neglected maintained by the Department of Social Services.

Fire & Rescue Requirement :
Effective October 2012, mandated by the Virginia State Board of Health 12VAC5-31-540, VA EMS Regulations require a criminal background check conducted by the Central Crime Records Exchange and the National Crime Information Center via Virginia State Police; and a driving record transcript from the individual's state Department of Motor Vehicles.
