The effectiveness and investigations unit resides within CSC’s global Ethics and Compliance Office (ECO). This position will be responsible for managing the effectiveness and investigations program for the Asia Pacific region and will report to the Global Director, Effectiveness and Investigations. The effectiveness and investigations unit is responsible to investigate allegations of financial fraud/abuse and other ethical misconduct and to help assess the overall effectiveness of ECO’s global operations. This unit is home to a high-performance international team of internal investigative personnel who respond as directed to allegations of financial misconduct and known or suspected violations of policy and CSC’s Code of Business Conduct. The Asia Pacific director role works closely with CSC’s compliance and other counsel, who direct many investigations, as well as with ECO’s colleagues in internal audit, HR, and finance, to conduct fact-finding investigations. The role’s two primary objectives are first, to investigate facts and to report out on those facts objectively, accurately, and promptly and second, to manage the anti-corruption audit function for the region. In service to improved financial stewardship and overall integrity, the role will also drive continuous improvement in CSC’s business conduct policies and its internal control environment.

Essential job functions:
Serves as a vocal champion of the corporation’s global ethics and compliance objectives in all workplace settings, both formally and informally. Works to enhance the ethics and compliance value proposition to management and employee colleagues alike.

Investigates allegations of financial misconduct and known or suspected violations of policy and CSC’s Code of Business Conduct. Communicates broadly to help ensure cross-functional excellence between the effectiveness/investigations unit and the ECO’s integrity/ethics programs and global operations units.

Establishes effective collaborative relationships and workflow processes between the ECO and important functions, including legal, finance, internal audit, human resources, and others.

Designs, plans and conducts anti-corruption audits and associated procedures to help the company obtain assurances of effective anti-corruption policies and procedures.

Specific Duties, for example:
Conduct and/or assist in conducting investigations, as directed and in line with the ECO’s investigations framework, related policy and processes, and an investigator’s code of conduct. While role will have primary focus on Asia Pacific, the successful candidate will assist investigations globally as needed.

Ensure that all relevant investigation-related information is recorded appropriately and communicated timely to counsel or others directing investigations.

Develop and lead regional fraud risk education and awareness activities as part of an ongoing financial misconduct prevention program.

Provide support for the corporation’s periodic formal assessment of compliance risk in accordance with CSC’s overall enterprise risk management (ERM) program. As appropriate, provide guidance in the development of effective risk mitigation strategies.

Proactively drive continuous improvement in CSC’s business conduct policies and its internal control environment. Publicize fraud risk prevention strategies and promote compliance with CSC’s Code of Business Conduct.

Provide support for ECO’s development of tools and processes to evaluate the maturity and capability of the anti-bribery, privacy and data protection, international trade, and other in-scope compliance functions against the effectiveness criteria set forth in the U.S. Federal Sentencing Guidelines for Organizations.

Qualifications

Required Experience and Skills

The successful candidate’s qualifications will include:
Bachelor’s degree, an MBA or JD, and a CPA/CMA/CFE/CCEP or the equivalent in advanced work experience.

Advanced knowledge and skills in conducting complex corporate internal investigations in multi-national commercial and government IT contracting companies. Demonstrated aptitude for administering complex global and/or large-scale corporate program initiatives across differing business units and multiple jurisdictions.

At least twelve (12) years of forensic accounting, auditing or equivalent experience leading and conducting complex financial fraud investigations, with extensive experience working onsite throughout Asia, India and Australia as well as other regions. At least five (5) years of this experience involved in managing compliance risk within a multi-national organization through conducting global financial investigations, internal audit and continuous control improvement.

A thorough understanding of the legal considerations in conducting corporate internal investigations (attorney-client privilege, employment/privacy and other laws or regulations, rules and preservation of evidence, etc).

Deep knowledge of finance/business accounting practices related to corporate internal investigations.

Ability to recognize control deficiencies and develop recommendations for best practices to strengthen the internal control environment.

Demonstrated aptitude for writing clear, concise investigation reports and an ability to communicate effectively.

Ability to deal with ambiguity and work effectively in a fast-paced environment, with changing priorities and often with tight time constraints.

Strong communication skills in a multi-cultural environment.
